Title-I
Purpose of Title I
The purpose of Title I is to provide all children significant opportunity to receive a fair, equitable, and high-quality education and to close educational achievement gaps (ESEA Section 1001).
Title I Eligibility
The Hawaii Department of Education (HIDOE) Title I eligibility for a school is based on a minimum poverty threshold of 47.2%, which is determined by the percentage of students qualifying for free and reduced-price meals. Currently 58.9% of our students qualify for free or reduced price meals
Requirements to Receive Funding
To receive Title I funds the Title I school must have the following required documents or comparable documents:
- Comprehensive Needs Assessment (CNA): The CNA is a document including current data and analysis, such as a Western Association of Schools and Colleges Accreditation Self-Study, an external provider comprehensive needs assessment report, or a school-generated comprehensive needs assessment.
- Academic Plan/Charter Schoolwide Plan: A revised plan is approved by the school’s CAS/Hawaii State Public Charter School Local School Board. The Academic Plan/Charter Schoolwide Plan is considered the Title I Schoolwide Program Plan.
- Title I Addendum for the Academic Plan: Each Title I principal assures that Title I Schoolwide Program requirements will be met and evidence provided upon request.
- Title I Fiscal Form (TFF) for Title I Schoolwide Programs: The TFF is based on estimated allocation amounts and documents alignment of Title I expenditures to contributing/root cause(s) identified in the school’s CNA and strategies and enabling activities in the Academic Plan/Charter Schoolwide Plan. The TFF includes optional monitoring tools that schools may use to track their spending of Title I funds.
